- Create and replenish procedures, forms of purchasing department.
- Recruit and train to purchasing staffs.
- Locate and select an optimum mix of vendors of raw material, transport, store to get the best prices and terms.
- Control activities of local buying, oversea buying and outsourcing to ensure commodities arrive to warehouse as schedule.
- Make purchasing plan depend on demand, inventory and production schedule.
- Deal emergency purchase be requested from maintenance and production dept.
- Observe, update, manage list of suppliers, commodities, prices.
- Ensure inventory to be enough for production activity.
- Assess quarterly vendor’s ability depend on items of quality, delivery, improvement project (forcus on quality, service, process).
- Make contract with suppliers.
- Review payable plan for suppliers at the end of every month.
- Directly report cost analysis to holding company monthly.

- Make import license, documents to import old and new machinery, equipment.
- Make purchasing plan depend on demand, inventory and production schedule.
- Import finished, semi-finished candy, equipment and machinery.
- Contact to over-sea suppliers, forwarder, carrier to get commodity on time and avoid further payment for demurrage and detention.
- Observe, update, manage list of suppliers, commodities, prices.
- Make payable plan to send to accounting department and follow payment.
- Monitor and update all documents of sub-contractor profile, supplier profile.
- Negotiate with vendors to get good price.

- Assess supplier yearly depend on grade of previous auditing.
- Manage cost book and update cost change to assistant manager monthly.
- Control and update total direct parts cost in both domestic and oversea.
- Perform cost down activity by localization, sourcing or using equivalent part.
- Double check contract, appendix of new vendor and renew for current vendor.
- Contact to over-sea suppliers to get commodity on time.
- Negotiate with suppliers to get good price.
- Make sure that materials and parts got from right prices and places.
